Draftsman of the state standard for navigation maps; inventor of encryption technology

Doctor of Engineering/Research Fellow,Ph.D. Supervisor, Director of Placename Institute of State Bureau of Surveying & Mapping, and Director of GIS Institute of Chinese Academy of Surveying and Mapping. Vice-director of Cartology and GIS SIC of Chinese Society of Surveying and Mapping , Vice-director of Chinese Urban GIS SIC, and Editor of Science of Surveying and Mapping and Bulletin of Surveying and Mapping.

In recent years, Mr. Chengming Li was honored three first prizes, two second prizes and one third prize for provincial scientific and technological progress, achieved seven computer copyrights/patents, published 117 academic theses and five academic works (namely Voronoi Principle and Method of Spatial Relation Description, Theory and Method of Urban Basic Spatial Data Sharing Science, Urban Census GIS, Chinese Forestry Science Data and Precise Spatio-temporal Virtual Reality”.

Meanwhile, he is supervising 6 Ph.D. candidates and 15 postgraduates , and is also in charge of a number of state and local governmental projects.

Technical expert for the European Commission, the GNSS Supervisory Authority (GSA). One of the promoters of the allocation of the Galileo Frequencies

In the frame of the Galileo program, Mr. Jean Chenebault has been appointed, since 1997, as technical expert for the project. Its expertise gives him a perfect knowledge of the environment of the EGNOS and Galileo programs, of the associated stakes, in technical term, related to the infrastructure and applications. He has worked as technical expert for the European Commission, the Galileo Joint Undertaking (GJU) and the GNSS Supervisory Authority (GSA). In particular, Jean Chenebault is member of the European’s Commission Signal Task Force and has been in charge of the management and coordination of the regulatory and spectrum issues at international level (CEPT and ITU). In this field, he has worked closely with the Galileo prime contractors Alcatel Alenia Space and Astrium.

He has strongly contributed to the allocation of the Galileo frequencies and to the defense of the Galileo interests. In May 2007, he has supported the Galileo program during coordination meeting between Galileo and Compass (Bei Dou) systems.

Mr. Chong Cao graduated from Qing Hua University in 1966, majoring in Radio Electronics. For all these years, he has been working on, the application of satellite beacon in ionosphere research, the Antarctic upper atmospheric physics, satellite navigation and positioning technology and applications, and analysis of countermeasure of related market and industrialization. He was awarded, as the primary winner, 10 provincial and ministerial (or higher level) prizes, the National Natural Science Award and Scientific and Technological Progress Award included. He has published more than one hundred theses. Currently, he is the Research Fellow and Assistant Chief Engineer of China Research Institute of Radiowave Propagation, the Director of Editorial Committee of Global Positioning System Magazine, and the Director of Information Consultant Center of China Technical Application Association for Global Positioning System.

Expert on global satellite positioning system, Leader of State Navigation Standardization Expert Team

Ms. Jingjun Guo, professor of Tsinghua University, was the Director of Earth & Space Information Institute of Tsinghua University. She is now the council member of CTAAGPS (China Technical Application Association for Global Positioning System), Director of Resources and Environment Supervision Branch, member of Surveying and Mapping Teaching Committee of Ministry of Education, council member of Chinese Society for Geodesy, Photogrammetry and Cartography, vice-chairman of Beijing Society for Geodesy, Photogrammetry and Cartography, Vice Chairman of Measurement Branch of Chinese Society for Geodesy, Photogrammetry and Cartography, and member of Navigation Branch of Chinese Institute of Electronics.

Ms. Jingjun Guo successfully presided and assumed more than 40 projects, such as State Natural Sciences Fund, the State’s 863 high-tech projects, the scientific research projects for the State Commission of Science and Technology for National Defense Industry, a number of scientific and technological projects under the Five Year Plan, the international cooperation projects with Britain and Australia of State Science and Technology Commission, the provincial and ministerial scientific and technological projects, and horizontal enterprise cooperation projects. She has published about 90 theses on the domestic and international core publications and two sets of science-popularizing video tapes and VCDs of satellite navigation and positioning. Among them, teaching materials Principles of global positioning system and data processing and Modern General Surveying, were awarded first prizes for excellent teaching materials. Principles and Testing of Infra-red EDM Instrument won the second prize for excellent science and technology books. The scientific and technological projects she assumed were granted two National Scientific and Technological Progress Awards and seven provincial scientific and technological progress awards. She was responsible for constitution of test procedure of and benchmark for GPS receivers, urban GPS surveying standards, and three standards for satellite positioning industrialization. For her achievement, she was honored Outstanding Contribution Award on the tenth anniversary of CTAAGPS.

One of the inventors and researchers on China Area Positioning System (CAPS) , Doctor of Engineering, Doctor of Science

Mr. Huli Shi is the professor of Chinese Academy of Science, research fellow and Ph.D. supervisor of Chinese Academy of Science National Astronomical Observatories, and Ph.D. supervisor of Xidian University. He obtained Doctor of Engineering in Dalian University of Technology in April 1984 and Doctor of Science in Jan. 1987. He is the first person who achieved two-Doctoral in China. He once was granted by the state the honor of “Ph.D. with outstanding contributions”.

Mr. Huli Shi has engaged in research and development of a number of national key scientific projects and achieved remarkable results. Under the coordination of the Academician, Mr. Guoxiang Ai , they co-invented transponder satellite navigation system based on synchronous communications, which is of an independent intellectual property right. Apart from this, he proposed and realized “the utilization of second life cycle of retired synchronous satellite” , “low speed satellite communication based on the exchange of navigation information” and other key research projects. He has accomplished the first part of the task projected and developed by three Ministries such as Ministry of Science and Technology. Mr. Huli Shi has published more than 100 theses, 2 monographs and over 20 invention patents. He was granted one National Scientific and Technological Progress Award and six provincial and ministerial awards.
